Answer: It was a nuisance.

Transcription

There was produced and read to the Coun
cil, a petition by William Clark and others,
praying for the abolition of the Fish Market
as a nuisance. The Council remitted the
said petition to the Committee on Towns
Property, with instructions to consider the same
and to report to the Council thereon.
